Standard and Poor's Upgrades Horizon Blue Cross Blue Shield of New Jersey's Credit Rating to "A"

Horizon Blue Cross Blue Shield of New Jersey's credit rating was upgraded to "A" from "A-" by
Standard & Poor's on April 18, 2013. Standard & Poor's, a leading provider of investment and credit opinions to global capital markets, upgraded our rating as a result of our very strong balance sheet, leading market share and stable earnings.

Standard & Poor's report indicated, "The ratings on Horizon BCBSNJ reflect our view of its strong business profile and very strong financial profile." The ratings agency went on to state in its report "Our view of the company's very strong financial profile is based on Horizon BCBSNJ's very strong risk-adjusted capitalization (RAC) and expected stability in earnings."

"The continued operating earnings stabilization reflects management's initiatives to lower
administrative expenses..." the report said.

"Standard and Poor's rating upgrade demonstrates our commitment to financial stability, integrity and accountability to the members we serve," said Robert A. Marino, Chairman and CEO, Horizon BCBSNJ. "For more than 80 years, our members have turned to us for their health insurance needs and peace of mind."

Dave Huber, Senior Vice President and CFO of Horizon BCBSNJ also noted: "We are very pleased that S&P has raised our rating. We view this as external validation of our efforts to maintain a financially strong company that our customers can count on. While health care reform will bring uncertainty to the market, Horizon's financial strength is a constant. "

S&P noted in its report: "The strong business profile reflects Horizon BCBSNJ's strong market
presence in its core health insurance business in both the commercial and government sponsored health plans (Medicare Advantage and Medicaid)."
